BOARD OF DIRECTORS MEETING

COLUMBIA, SC

June 8, 2008

 

The meeting was called to order by President, Steve Ballentine at 10:10 am.

 

The following members were present and constituted a quorum:  John Loy, Steve Cothran, Jane Simmons, Michele Jenkins, Fred Bieber, Doug Gaddis, Cathy Ballentine, Bob Brantley, Mary Bynum, Sharon Bieber, Rick Cunningham, and Barry Bynum.

 

Staff present:  Van Taylor and Nancy Shultz

 

Michele made a motion to accept the minutes from the March 16, 2008 South Carolina Youth Soccer BOD meeting as amended.  Jane seconded the motion.

Barry made a motion to accept the minutes from the May 2, 2008 Special Meeting of the South Carolina Youth Soccer BOD.  Jane seconded the motion.

PRESIDENT: Steve Ballentine

 

  • Each District Commissioner will receive ten new tents from Publix to be distributed to clubs within their District.
  • Discussed purchasing two red and two blue banners from Expand-A-Sign to be used for South Carolina Youth Soccer events.
  • Discussed promotion of “Win or Lose” book.
  • Discussed President’s Conference call
  • Sharon Bieber and Michele Jenkins will represent the SC Youth Soccer BOD at the President’s Cup in Columbus, GA.  Pearse Tormey will also attend in preparation for hosting next year.
  • SC Youth Soccer will send 13 referees and 2 assessors to the Southern Regional Tournament in Raleigh, NC with Fred Bieber as head of delegation.
  •  Steve Ballentine, Steve Cothran, Barry Bynum, Jane Simmons, Cathy Ballentine, Sharon Bieber, Michele Jenkins, Bob Brantley and Nancy Shultz will be the contingent attending the Southern Regionals in Raleigh, NC.
  • Steve B. announced that he would seek reelection as President of SC Youth Soccer.

 

VICE PRESIDENT: Barry Ballentine

 

  • No hearings in process.
  • Discussed and revised the present SC Youth Soccer Medical Release Form.
  • Discussed allowing clubs to opt out of our accident policy.

 

Barry made a motion that SC Youth Soccer allow clubs to opt out of our medical/accident policy if they prove they have a medical/accident  policy covering their soccer players with equal or greater benefits than offered by SC Youth Soccer.  Doug seconded the motion.

  • Distributed and discussed financial report.
  • Preparing for annual audit.

  • Discussed Southern Regionals.

 

Steve C. made a motion for SC Youth Soccer to pay the entry fee for all SC Youth Soccer State Championship teams advancing to the 2008 Southern Regional Tournament in Raleigh, NC.  Jane seconded the motion.

Steve C. made a motion for SC Youth Soccer to pay the entry fee for the PMSL Championship teams advancing to the 2008 Region III President’s Cup in Columbus, GA.  Michele seconded the motion.

  • Discussed new State Cup Hosting Agreement.

 

Steve C. made a motion that we accept the new state cup hosting form.  Bob seconded the motion

  • Discussed registrar’s workshops.
  • Discussed ongoing meetings with Demosphere and clubs that are presently using the OLR program.

PIEDMONT DISTRICT COMMISSIONER: Michel Jenkins

 

  • New clubs in the district: Salvation Army Soccer (SAS), Upstate United Soccer Club, Azteca Soccer Club, and Cherokee County Soccer Club.
  • Michele Jenkins reelected Piedmont District Commissioner; Kacy Culbertson new Piedmont District Secretary.
  • Doug Gaddis presented Soccer Start program to Salvation Army Soccer and they are going to implement this program in their club.
  • Discussed continued growth in the Piedmont District.

 

MIDSTATE DISTRICT COMMISSIONER: Sharon Bieber

 

  • One new club – Upper Palmetto Futbol Club.
  • Discussed North Augusta Classic Soccer Club’s name change to South Carolina Bulls Soccer Club.
  • Discussed 2008/2009 State Council meeting being held Sunday, April 26, 2009.
  • Sharon Bieber reelected Midstate District Commissioner; Glenda Day reelected Midstate District Secretary.

 

COASTAL DISTRICT COMMISSIONER: Cathy Ballentine

 

  • Cathy Ballentine reelected Coastal District Commissioner; Donna Brant was elected as new Coastal District Secretary. Members returning are ShaMarie Johnson, Coastal District Vice Commissioner and Committee Member, Neil Veloso, Coastal District Cups and Games Director.
  • Discussed Johns Island affiliation status and possible merger with James Island.
  • New clubs/leagues in the district: Daniel Island Soccer Academy, Long Bay Soccer Club, Horry-Georgetown Soccer Club, North Area Soccer Association, Low Country Youth Soccer League.

 

STATE ODP ADMINISTRATOR: Mary Bynum

 

  • 1995 Girls sub regional event June 12-15 at USC Upstate.
  • Discussed mailing labels for ODP head coaches.
  • Boys ODP Camp at Tuscaloosa, AL and Girls ODP Camp at Montevallo, AL in July.

RULES & COMPLIANCE: Bob Brantley

 

  • Committee reviewed tryout compliance.
  • Committee reviewed bylaws for new clubs/leagues and bylaw changes for existing clubs.

 

Bob made a motion to approve the bylaws for: Lakeland Toros Soccer Club, Clemson/Anderson Soccer Alliance, Azteca Soccer Club, Salvation Army Soccer, Upstate United Soccer Club, Tri County Soccer Club, Upper Palmetto Futbol Club, Horry Georgetown Soccer Club, Daniel Island Soccer Academy, Inc., Low Country Youth Soccer League, North Area Soccer Association, and Long Bay Soccer Club with corrections.  Barry seconded the motion.

Barry made a motion to extend the affiliation deadline for new clubs for the 2008/2009 seasonal year to July 1, 2008.  Michele seconded the motion.

STATE YOUTH RECREATION DIRECTOR: Doug Gaddis

 

  • Discussed working with Salvation Army Soccer on Soccer Start and TOPSoccer programs.

 

MEMBER AT LARGE:  Fred Bieber

 

  • Discussed referee assignor course to be held in Columbia on August 3, 2008.

 

STAFF REPORTS:

 

ADMINISTRATIVE ASSISTANT: Nancy Shultz

 

  • Discussed new application for coaching courses.
  • Discussed approximately 500 non-licensed coaches who will need to receive coaching certification for the upcoming 2008/2009 season.  Registrars for each club received the names of their coaches who will need certification.
  • Corrections/updates for the SC Youth Soccer 2008/2009 Administrative Manual are due to Nancy by July 1.

 

DIRECTOR OF COACHING & PLAYER DEVELOPMENT: Van Taylor

 

  • Discussed new curriculum for TOPSoccer.
  • New coaching courses are posted on the website.
  • Scheduling a Youth Module for August.
  • Discussed on-line payment by credit card for coaching courses.
  • Discussed a standardized format for coach licensing conversion from different USSF affiliates to US Youth Soccer license levels. Van will work with Sam Snow to accomplish.

 

 

Michele made a motion to establish a “non-member” fee which would be double the member fee for any individual taking a coaching education course provided by SC Youth Soccer.  Doug seconded the motion.

MODIFICATION TO THE CONSTITUTION & BYLAWS:

 

Cathy made a motion to amend Bylaw 311, Section 1 to read: SC Youth Soccer has a State Council that is composed of representatives of Clubs and the SC Youth Soccer Board of Directors.  The representatives from a Club must be a member of their Board of Directors or hold a written proxy from the Club President and may represent only one Club at this meeting. Bob seconded the motion.

 

THE MOTION PASSED

 

Cathy made a motion to amend Bylaw 323, Section 1 to read: Each District shall have a District Council composed of the District Commissioner, the District Vice Commissioner, the District Secretary, and representatives from each Club within the District and any committees necessary to administer the district.  The representatives from each club must be a member of their Board of Directors or hold a written proxy from the Club President and may represent only one Club at this meeting.  Committee members are not voting members of the District Council. Bob seconded the motion.

Michele made a motion to accept the amendment to Bylaw 406 as submitted by Carolina Elite Soccer Academy to read: Section 1. No officer referred to in Bylaw 401, Section 1, shall have immediate family members serve simultaneously on the Board of Directors.  Section 2. No officer referred to in Bylaw 401 nor any Member of the Board of Directors an any District Officer may: 1) receive compensation (except for reimbursement for expenses) for services as an officer; 2) hold office with any Organization Member of SC Youth Soccer or the Federation; or 3) be paid employee, or receive compensation (except reimbursement for expenses), from SC Youth Soccer or any Organization Member of SC Youth Soccer or the Federation. Bob seconded the motion.

UNIFINISHED BUSINESS:

 

  • Manchester United tickets cannot be raffled – board to submit ideas for use.

 

Fred made a motion that all out of state referees participating in any SC Youth Soccer event must provide written verification that they are in compliance with Risk Management procedures for their home state’s association, or they must submit to SC Youth Soccer Risk Management procedures.  Barry seconded the motion.

ELECTIONS:

 

  • SC Youth Soccer Parent of the Year – Randy Glenn.
  • SC Youth Soccer Boy’s Coach of the Year – Gonzalo Chavarria
  • SC Youth Soccer Girl’s Coach of the Year – John Markley

 

NEW BUSINESS:

 

Barry made a motion to approve the SC Youth Soccer Medical Release Form as amended.  Michele seconded the motion.

Jane made a motion to add a Coach of the Year award for boy’s recreation and girl’s recreation coaches. Sharon seconded the motion.

  • Newsletter articles for the E-Blast are due by June 27th.
  • Discussed new Premier League rule change regarding number of teams accepted into the league.

 

Steve C.  made a motion to allow a maximum of three teams per age group and gender to participate in the Premier League without having to participate in the SCSCL. State Cup and League Rules will be amended to accommodate the change.  Barry seconded the motion.
