BOARD OF DIRECTORS MEETING
January 18-19, 2003
The meeting was called to order by President Fred Bieber at 8:10 P.M.
The following members were present and constituted a quorum:
Fred Bieber, Steve Ballentine, Cathy Ballentine, Danny Plummer, Madelyn Carter, Joey Mouton, Mary Bynum, Barry Bynum, Roban Benich, Dawn Anderson, Doug Gaddis, and Bob Brantley
Board member not in attendance but excused: Michael Cook
Guests present: Van Taylor, Director of Coaching & Player Development and Nancy Shultz, SCYSA Administrative Assistant
Steve moved to defer approving the November Minutes until next meeting. Danny seconded the motion.
The motion carried unanimously.
DIRECTOR OF COACHING DEVELOPMENT & PLAYER EDUCATION: Van
· Discussed Van attending a course March 13-16 to be able to instruct C licensing.
Bob made a motion to approve funding for Van Taylor to attend C License Instructor Course. Steve seconded the motion.
The motion carried unanimously.
· Van announced that there had been a D license course in Rock Hill, Greenwood with approximately 15 attending, an E certification in Hampton-Varnville with 20 attending and will be hosting a youth module in Furman and an E certification for Foothills.
· Also announced the C License Course to be held in May at Lander University.
· Discussed the fees for coach certification/licensing.
Barry made a motion to raise the fees for the Youth Module from $20 to $25; the E Certification from $40 to $60; and the D License from $75 to $125. Joey seconded the motion.
The motion carried unanimously.
COMMUNICATIONS: Fred
· April Heinrichs Scholarship still available.
· Region III adding 4 more teams in each age/sex bracket - wildcards from Premier League. Funding for these teams discussed more information needed.
· Summer League Directors Cup U13-U19 (more info to follow)
· Ethics Statement on Web discussed
· Remake Ethic Committee Mary (Chair), Doug, Danny, Nancy (staff liaison)
· Blue Cross/Blue Shield Pledge cards need to get everyone to complete.
VICE PRESIDENT: Steve
· Discussed mandatory compliance form.
Danny made a motion that if compliance forms are not in within 30 days after deadline a $100 fine will be imposed; after 60 days a $250 fine. Steve seconded the motion.
The motions passed nine (9) for, 1 (one) opposed, and 1(one) abstain.
· Hearings: One (1) coach suspended from all activities (on list can still appeal). Two (2) other coaches fined & suspended (time already served).
· District Commissioners directions/maps to fields and to nearest medical facility due to Steve.
· Discussed suspended coachs activities at State Cup complaint must be brought for something more to be done.
· No further hearings scheduled.
· Newsletter will be published in March (Feb 15 deadline for articles), June, September, and December.
CUPS & GAMES DIRECTOR: Barry
Barry made a motion to change the Chevrolet Classic Cup to an open cup. Madelyn seconded the motion.
The motion passed ten (10) for, one (1) abstain.
Barry made a motion to change all cup rules to 2 10 minute golden goal OT periods, then if still tied kicks from the penalty mark starting 2003/2004 seasonal year. Doug seconded the motion.
The motion carried unanimously.

· Discussed various meetings (referee, Greenville Co. Rec) in the Piedmont.
· Allegations regarding illegal recruiting were handled club & coaches reminded to be up to date on rules.
MIDSTATE DISTRICT COMMISSIONER: Danny
· No report.
COASTAL DISTRICT COMMISSIONER: Cathy
· No report.
BOYS ODP: Dawn
· New logo on ODP shirts.
· Great showing at Jekyll Island.
· Coaches (6 teams, 9 college coaches started training & uniforms are in)

· Fundraising discussion.
RULES & COMPLIANCE: Absent, Excused
STATE YOUTH RECREATION DIRECTOR: Doug
· Visited Rock Hill area w/ Bob talked w/ Tega Cay, Clover, York etc. and took them pamphlets regarding SCYSA.
· Interest from Greenwood Rec, Abbeville Dept. of Rec, Easley Rec, Tigersville in joining SCYSA.
· Discussed various ideas regarding merchandising to include SCYSA logo.
· Discussed possibility of auditing coaching education courses.
· Discussed inappropriate comments made by district board member regarding SCYSA Board .
· TOPSoccer Director Norine Costanzo resigned the new director will be Patty Nagel.
RULE CHANGES:
· American Cup Rules - add have to compete in a 4 team league (see page 17 I.5 in Admin. Manual) to team eligibility.
· New Definition: Non-league inter club games between two clubs who normally play in house.
· Shortfall in Piedmont from 1st Round need to look @ budgets w/ changes that are occurring. District Commissioners are to come up w/ budget.
UNFINISHED BUSINESS:
· Update minutes on Web up to September.
· Van, Cathy & Barry are to work on a mandatory coaching licensing phase in & have proposal by next meeting in March.
NEW BUSINESS:
Steve made a motion to accept the recommendation of the finance committee to increase SCYSA fees as follow: U6-U8 recreational $8; U10-U19 recreational $10; U11-U19 classic $20; all coaches, assistant coaches, & managers $10; tournament team rosters $10; guest player rosters $10; players transfer $25; roster to classic $15; permission to travel 30 + days $20, 8-29 days $40, 7 days or less $80, all friendlies $20; tournament hosting fees $250/$10 per team if report submitted w/I 30 days, $350/$10 per team if report submitted 31-60 days, $500/$10 per team if submitted after 61 days, $250 for 3v3 and 6v6 tournaments; club affiliation fee (new or renewal) $30; registration workshop fees $50; Presidents workshop fees $50; and interstate registration $10. Bob seconded the motion.
The motion carried unanimously.
· First fee increase in twelve years, SCYSA dues to US Youth Soccer and USSF going up, sponsorship is down, medical insurance is up.
· Update expense procedures get from Joey
· Young Referee of the Year nominations discussed.
Steve made a motion to name Melissa (Missy) Temple from Aiken as the Female Young Referee of the Year and Brad Bieber from Columbia as the Male Young Referee of the Year. Danny seconded the motions
The motion carried unanimously.
· Status on Office Assistant ad to run in local newspaper part time w/ possibility of full time.
Bob made a motion to adjourn the meeting. Mary seconded the motion.
The motion carried unanimously and the meeting adjourned at 1:30 p.m.
