BOARD OF DIRECTORS MEETING

Conference Call 

November 17, 2003

The meeting was called to order by President Fred Bieber at 8:05 pm.

The following members were present and constituted a quorum:  Fred Bieber, Steve Ballentine, Cathy Ballentine, Mary Bynum, Bob Brantley, Doug Gaddis, Barry Bynum, Michael Cook, Tom Pietras, Jane Simmons, Madelyn Carter, Danny Plummer, Dawn Anderson and Lisa Miller

Guests present:

Nancy Shultz, SCYSA Administrative Assistant, Van Taylor, SCYSA Director of Coaching Development and Player Education

Steve made a motion to accept the September 2003 BOD minutes as amended.  Barry seconded the motion.

The motion carried unanimously.

?         Clubs that have not submitted the required Risk Management Forms by Monday, November 24^th will have to pay $100 fine per form.

?         Discipline and Appeals -  Findings from the 2 Referee Abuse cases were sent out to the board. November 10^th was the deadline for filing appeals.

?         Newsletter - December Issue is coming up. The deadline for submitting articles is November 25^th.

?         Schedules for State Cup games will be sent to BOD members.

?         Madelyn requested that the rules on the web-site reflect those in the manual.

?         Barry will speak with referees to clarify rules.

?         Tom Thomas will assist with games at the Goose Creek Fields.

SECRETARY:  Lisa

?         No report.

TREASURER: Tom

?         The Financial Report was e-mailed to BOD members.

?         Tom asked for clarification on mileage rates.

Steve made a motion to reaffirm the .30 mileage rate. Madelyn seconded the motion.

The motion carried unanimously.

REGISTRAR: Jane

?         Registration has not been received from NECSA Rec., Horry-Georgetown and Lexington County DOR.

?         Tom will contact NECSA Rec.

?         Cathy has been in contact with Horry-Georgetown and the forms were to be mailed to Nancy today.

?         Danny will follow up on Lexington DOR.

PIEDMONT DISTRICT COMMISSIONER: Madelyn

?         No Report

MIDSTATE DISTRICT COMMISSIONER: Danny

?         No Report.

COASTAL DISTRICT COMMISSIONER: Cathy

?         District books and tournament bills have been sent to Tom.

STATE ADMINISTRATOR FOR BOYS: Dawn

?         Discussion held on concerns about out-of-state SC ODP players. It was determined that any player from another state can play in SC if they register in their state first and then register in SC. They do not have to play club soccer in SC but they cannot play club ball in their home state.

?         Dawn and Van would like to present a proposal for an overseas trip to the BOD. Generalities were discussed. Specifics will be given at a later date.

STATE ADMINISTRATOR FOR GIRLS: Mary

?         Mary thanked Fred and BOD for their support with the Germany Team visit.

?         Briefly discussed the impact that the Super-Y has had on the Girls’ ODP Program.

MEMBER AT LARGE: Bob

?         Van, Bob and Doug met at an earlier date to discuss licensing requirements and education for coaches. A brief discussion was held. Recommendations will be presented to the BOD at the January Planning Meetings.

STATE YOUTH RECREATION DIRECTOR: Doug

?         No report.

 Barry made a motion to adjourn.   Steve seconded the motion.

The motion carried unanimously and the meeting adjourned at 9:35 pm.
