BOARD OF DIRECTORS MEETING

EMBASSY SUITES HOTEL

COLUMBIA, SC

AUGUST 7, 2004

The meeting was called to order by President Steve Ballentine at 3:55pm.

The following members were present and constituted a quorum: 

Fred Bieber, Steve Ballentine, Cathy Ballentine, Mary Bynum, Sharon Bieber, Bob Brantley, Doug Gaddis, Barry Bynum, Jane Simmons, Michele Jenkins, Dawn Anderson, Tom Pietras and Lisa Miller

Guests present: Van Taylor, SCYSA Director of Coaching Development and Player Education, Nancy Shultz, SCYSA Administrative Assistant and Jim Marczesky.

Bob made a motion to accept the June 13, 2004 BOD minutes as amended.  Jane seconded the motion.

The motion carried unanimously.

COMMUNICATIONS: Steve

• Mayfield Dairy is a new SCYSA sponsor and would like to participate in events as early as August.

VICE PRESIDENT: Vacant (Report given by Steve)

Risk Management

• Insurance Contract with Pullen Agency was approved by the Risk Management Committee. The cost will be $5.75 per player. The deductible will be $1000.
• Discussed Darkness to Light Program.

Cathy made a motion to have two BOD members trained by Darkness to Light to assist in the prevention of Child Sexual Abuse at a cost of $500.

Bob made a motion to table the motion. Mary seconded the motion.

The motion carried unanimously.

Newsletter

• Lisa will make notifications for articles and publishing deadlines, also receive all article submitted.
• Discussing the possibility of an electronic newsletter with Richard Wright.

• Newsletter dates are:

CUPS & GAMES DIRECTOR: Barry

• Discussed concerns about paying registration fees for Regionals.

Barry made a motion for SCYSA to provide shirts for Premier and Challenge teams representing SC at Regionals. Registration fees would not be paid by SCYSA. Bob seconded the motion.

The motion carried unanimously.

SECRETARY:  Lisa

• Reminded everyone of the where and when to send articles for the newsletter.

TREASURER: Tom

• Reviewed Financial Statements/ Form 990.
• Discussed ways to improve tracking ODP accounts.
• Cathy asked if Commissioners should make deposits or send deposits to Bonnie. Tom stated that Commissioners and State Select Administrators may make deposits.
• Checks should be deposited as soon as possible.

REGISTRAR: Jane

• Busy registering players.

• 65 players outside of SC registering to play in SC.
• 78 SC players registering to play outside of SC.
• All clubs have registrars.
• Provided 11 Registrar Training Sessions.

 PIEDMONT DISTRICT COMMISSIONER: Michele

• All 3 commissioners met Friday to organize and plan for the coming year.

Michele made a motion to allow the Piedmont and Midstate Commissioners to purchase new computers and printers, with each Commissioner spending no more than $2000. Doug seconded the motion. 

Tom made a friendly amendment to increase the amount to no more than $2,500.

Michele and Doug accepted the friendly amendment.

The motion carried unanimously. 

• Asked if Barry granted CESA permission to host a tournament during the 1^st Round of Challenge Cup (Nov. 19, 20, 21). Permission was granted.
• Expressed concerns about availability of referees and fields. Barry stated that referees are to give priority to Cup events and that fields would not be a problem.
• Inquired about courses and clinics.

• Van stated that in celebration of September being Youth Soccer Month:
  •  SCYSA will be hosting a clinic for young children. US Youth Soccer will sponsor and we will conduct the clinic. Details regarding date, times, and location will be determined later.
  • There is a scheduled National Youth License Course, December 2-9, 2004 in Greenville. Information is on the SCYSA website.
  • We have asked to host a US Soccer C License Course. We will be notified by US Soccer sometime this fall. We have requested conducting the course May 12-15 and 19-22, 2005.

MIDSTATE DISTRICT COMMISSIONER:  Sharon

• Chris Bragen has resigned due to work related reasons.
• Per our by-laws the Vice Commissioner, Sharon Bieber, was appointed Commissioner.

COASTAL DISTRICT COMMISSIONER: Cathy

• Discussed field costs for State Cup Events.

Barry made a motion to pay $40 per game for First Round of State Cup field usage. Doug seconded that motion.

Discussion held.

 Motion withdrawn.

STATE ADMINISTRATOR FOR BOYS: Dawn

• Region Camp went well.
• Dawn will serve on the Region Staff next year and will be in charge of getting out pre-camp information.
• 23 pool players in games, 3 holdovers and 2 players made Region pool.
• 5 boys were offered College Scholarships for soccer during or immediately after Region Camp.

STATE ADMINISTRATOR FOR GIRLS: Mary

• Dave Simeone, National coach whose job was identification for GODP has resigned.  He will serve in a club as a DOC in Florida.

• First try-outs may be held at the state level.

MEMBER AT LARGE: Fred

No report.

STATE YOUTH RECREATION DIRECTOR: Doug

No report.

RULES AND COMPLIANCE: Bob

• Mary, Cathy and Bob are reviewing rules submitted by clubs.

 Bob made a motion to allow the Rules and Compliance board to grant approval of bylaws to clubs, conditional on required changes being made by September 12^th, 2004.  Michele seconded the motion.

The motion carried unanimously.

 OLD BUSINESS:

 §         Cathy asked if all SC Premier teams were approved. Jane stated that all but three were approved.

§         Discussion held on SCSCL teams without proper representation at today’s required Coaches’ Meeting. 

Barry made a motion to fine SCSCL teams without proper representation at the required Coaches’ Meeting the amount indicated in the League Administrator’s e-mail or $100 per team. Sharon seconded the motion.

The motion carried.

§         Barry will handle notification.

Michele made a motion to fine clubs without proper representation at the SCYSA Presidents’ Workshop $250 and require them to meet with their District Commissioner. Mary seconded the motion.

 Barry made a friendly amendment to make the fine the same as the SCSCL fine.

 Michele and Mary accepted the friendly amendment.

The motion carried.

ELECTIONS:

§         Dawn Anderson was elected ODP Boys Administrator.

§         Barry Bynum was elected Cups and Games Director.

§         Jim Marczesky was elected Vice President.

§         Bob Brantley was elected Rules and Compliance Director.

§         Per our bylaws, Fred Bieber will serve as Member at Large.

NEW BUSINESS:

 §         Discussed Northside’s fields.

• Discussed new procedures and guidelines for Notification to Travel.

FOR THE GOOD OF THE GAME:

 §         Steve thanked Fred Bieber for his many years of service to SCYSA.

§         Bradley Bieber was recognized for being selected to go to USYSA Nationals to referee.

Dawn made a motion to adjourn.  Michele seconded the motion.

 The motion carried unanimously and the meeting adjourned at 6:40 pm.
