BOARD OF DIRECTORS MEETING

The meeting was called
to order by President Steve Ballentine at 8:55 am.
The following
members were present and constituted a quorum:

Tom made a motion to accept
the minutes from the November 7, 2004 SCYSA BOD meeting. Bob seconded the motion.
THE MOTION PASSED
COMMUNICATIONS:
Steve
- Region III Girls Coach
of the Year – Kara Slick/ MPSC will accept the award in Salt Lake City, UT.
- Directors cup 2005
(Boys and Girls)

National Directors Cup has been discontinued by the National BOD.

Region III Directors Cup for 2005 will be held June 17th -19th
in Little Rock, AR at Burns Park Complex.
- Proposed 22 man roster
will be voted on during a special meeting in Salt Lake City, UT.

Region III is unanimously opposed.
-
SCYSA will vote “NO”.
- US
Youth Soccer Sponsorship - Kohl’s signed a three year contract with US Youth
Soccer for the American Cup.
- German
Culture Exchange
-
SCYSA has endorsed the invitation for an 11 day cultural exchange visit
by the Horresson SV U16 Girls soccer team (Oct. 21 – Nov. 1).

NECSA will host and provide all accommodations.
-
SCYSA will not be responsible for any cost or volunteers.
VICE PRESIDENT:
Jim
Risk Management
- The
risk management committee is in the process of reviewing several Volunteer
Disclosure forms returned with “hits” from ChoicePoint. Many of these appear
to be minor issues requiring a follow-up letter requesting an explanation
of the discrepancy, and for the more serious discrepancies, a direct phone
call to the party in question.
- Steve
will discuss how to prevent errors with Heather Frazier (ChoicePoint).
- Nancy
will work with clubs to make sure the proper/current VDF is being used.
- Asked
that full middle names listed on new VDF.
- The
latest VDF will be placed on the web site.
- It
was reported that a parent has violated his suspension. The Rules and Compliance
Committee will follow-up.
- Waiting on Risk Management
Coordinator forms from 6 clubs. These clubs will be sent a letter asking for
$250 or the completed form within 7days.

CUPS AND GAMES:
Barry
- SCYSA has U15 thru
U17 boys and girls teams (all winners of our Classic Cup in December) going
to Little Rock, AR.
- Information
on Regionals is being passed along to the teams as it comes in. All of our
State Champions (boys and girls U15-U18) will be attending. Hotel reservations
and shirt orders have all been made for these teams. Each team has sent in
the $300 entry fee.
- CESA
has expressed an interest in forming a U19 boys team and a U19 girls team.
- State
Cup will be back at Lexington in the spring.
- Thanked
everyone for their hard work to make State Cup a great success.
- Directors of Coaching
met and requested that SCYSA:
- Pay
fees for teams going to regionals ($300 per team).

Host a golf tournament.
-
Look at Classic Cup and reformat to make sure that each team plays at
least 3 games.
Tom made a motion for
SCYSA to pay 50% of registration fees for teams going to Region III instead
of buying shirts for these teams. Michele seconded the motion.
Barry
noted the shirts have already been ordered from SCORE.
Tom amended his motion
to read:
Contingent upon Barry’s
ability to cancel the shirt order, SCYSA will pay 50% of registration fees for
teams going to Region III instead of buying shirts for these teams.
Michele accepted the amendment.
THE MOTION PASSED

Barry will explore
the possibility of SCYSA sponsoring a golf tournament.

Cups and Games Committee
will meet and consider changes to the format of Classic Cup. Further recommendations
will be made.
Barry made a motion to
approve the amended Challenge, Classic, and American Cup rules as presented.
Doug seconded the motion.

Barry made a motion to
approve the amended SCSCL Rules as presented. Doug seconded the motion.
The motion
carried unanimously.
Barry made a motion to
offer full sided (11v11) and small sided (8v8) games for U11 teams at the American
Cup this spring. Tom seconded the motion.

- Barry
will write up information and send to Jane, Commissioners, and Fred. Jane
will pass on information to registrars. Commissioners will pass information
on to club presidents. Fred will post the information on the website.
- Steve
appointed a committee made up of Fred, Barry, Steve Cothran, Michele, Sharon
and Cathy to develop guidelines for a proposed State League (U11, & U12
Classic and U10 and above Recreational) to be administered by SCYSA and run
within each District.

- We
are working to develop our newsletter in an electronic format on the SCYSA
web site. Steve will be discussing this with Richard Wright.
REGISTRAR:
Jane
- Continuing
to complete several Region III Interstate Release forms for players to guest
at tournaments and to transfer back to their home state for spring play.
- The
signed, completed blue rosters for Region III Cup play have been typed and
sent to Barry.
- A survey
has gone out to the registrars to see who will be returning and what days
of the week are better for people to attend the registrar workshops. There
will be one meeting held in the Piedmont area in April, one in the Midstate
in May and one in the Coastal area in May. A final make up meeting will be
held in June in the Midstate area. Dates and where the meetings will be held
will be decided within the next two weeks.
- The
Foothills Premier Soccer Club U13 Diablos Classic team requested to play recreation
in the spring. The request was approved by the SCYSA BOD. This club has found
enough players and has since decided to remain a classic team.
- Numbers
for registration are down about 3,000 less than 3 years ago.

The program
was well received.
- The
CESA Premier 90 Boys and 90 Girls have submitted their Notification of Travel
forms for the Region III Premier League spring 2005 season. Need verification
from Jane that both teams are comprised of the required number of players
from last year’s State Cup Roster to participate in the Region III Premier
League.
MIDSTATE COMMISSIONER:
Sharon
- The
Midstate is looking forward to the spring season.
- Columbia
Soccer Club will be hosting First Round of Challenge Cup for the Midstate.
We will use Dennis Cook as the Assignor. All preparations for First Round
(except which team will be playing) have been completed.
- There
are still confusions on “Application to Travel” and “Notification of Travel”
forms. It may be a good idea to institute and email confirmation system to
let teams know that we have received their paperwork.
- The
Midstate is without a computer. The computer was sent to Nancy after her computer
crashed.
COASTAL COMMISSIONER:
Cathy
- WSC
U15 Girls Classic would like to play in the spring season as a U14 Recreational
team, but the wish to transfer 7 Classic players to the team and they would
like to play in tournaments.
Cathy made a motion to
allow WSC U15 Classic team to transfer 7 Classic players to a U14 Recreational
team that will not participate in State Cup play but will play in tournaments.
Michele seconded the motion.
THE MOTION FAILED
- Attended
the PMSL and SCSCL meeting in January.
- District
in need of a Cups and Games Director, Secretary and Recreational Committee
Member.
- Notification
of Travel procedures and registration procedures within the district have
improved.
STATE ADMINISTRATOR

- 10 teams traveled to
Jekyll Island on January 21st
– 23rd, 2005 to compete against North Carolina and Georgia Boys
teams.

have a great staff that is very qualified and it looks to be a great season.
- An
additional $41,065 dollars was deposited into the boys program account.
Dawn made a motion to
allow Boys and Girls State Select teams to play an unaffiliated team. Tom seconded
the motion.

STATE ADMINISTRATOR
FOR GIRLS: Mary
- The January Interstate
Games were cancelled again this year in Fayetteville, NC. Mary will
be meeting with other administrators in Salt Lake City, UT to come up with
a better venue for the games.
- State
games were held in Summerville.
- Uniforms
have been ordered from our allotment with SCORE.
- Three
of our age groups, 1988 and 1991 will be competing in the CESA Showcase over
Memorial Day.
- Ann
Blackwell will be helping with the volunteers for Region III camp from SC.
- Our
Region III team lists are out and coaches and administrators are looking forward
to the training and competitions. We had an outstanding year for quality players
coming out for tryouts and look forward to seeing them in the Region III events.
- The 1992’s will be
in Spartanburg June 16-19, 2005 at USC-Upstate and the rest of the teams will
go to Region III camp in July in Montevallo, AL.

Mary and Dawn to notify their ODP coaches and administrators of the board’s
opinion on playing unaffiliated teams.
- Rules
and Compliance Committee members have received a copy of all by-laws received.

THE MOTION PASSED
- Van
thanked the board for supporting this initiative.
- Van
completed and passed the Professional Licensing Course.
- A “C”
licensing course will be held at Lander.
UNFINISHED BUSINESS:
- Steve
appointed Jane as chairperson of the Indoor Soccer Committee.
- Guidelines
for ODP scholarships will be presented to the SCYSA BOD in March.
- Presidents’
Workshop will be held in Greenville at the Embassy Suites. The Mayfield Parent
of the Year Award may be added to the program.
- Steve
asked Tom to check and see if the Tide sponsorship payment has been received.
- Steve,
Fred, Barry and Bob will be working to establish a written job description
for the SCYSA Director of Coaching Education position.
- Darkness
to Light training was cancelled in the Midstate and Coastal districts due
to lack of participation.
- Steve
will be meeting with Darkness to Light to find a better way to deliver training
to our members.
- Nancy
reported on outstanding fees.

Midstate: Florence 177.85. Florence has paid the majority of this bill.
This amount was for a team that they were helping out. We have sent notification
to the coaches of that team. The board will revisit if not taken care
of by the March SCYSA BOD meeting.

Cothran reported that the SCSCL is running smoothly. It is now in its second
year. Thanked the board for the opportunity to attend the meeting.
