BOARD OF DIRECTORS MEETING
EMBASSY SUITES HOTEL
COLUMBIA, SC
August 5, 2006
The meeting was called to
order by President, Steve Ballentine at 10:10 am.
The following members were
present and constituted a quorum: Barry
Bynum, Rick Cunningham, Mary Bynum, Cathy Ballentine, Doug Gaddis, Bob
Brantley, Fred Bieber, Steve Cothran, Sharon Bieber, Rock Weldon, Jane Simmons,
and John Loy.
Guests present: Nancy Shultz, SCYSA Administrative Assistant,
Van Taylor, SCYSA Director of Coaching Development and Player Education
Barry made a motion to accept the minutes from the
June 11, 2006 SCYSA BOD meeting as amended. Doug seconded the motion.

COMMUNICATIONS: Steve Ballentine
- Larry Monaco was elected President US Youth
Soccer and Tony Buiniskis was re-elected Secretary.
- US Youth Soccer has withdrawn the grievance filed
against USSF.
- US Youth Soccer still working on Adidas contract
renewal.
- Andre Burger was named Regions III Premier League
Director and Barry Bynum was named the Eastern Division Sub-Director.
- Publix contract with SCYSA finalized and signed.
As part of the contractual agreement, Publix will be the title sponsor for
all SCYSA State Cup events.
- Kohls is a US Youth Soccer sponsor and will
participate with National State Associations upon request. SCYSA will look into having Kohls
participation in our American Cup.
- Welcomed John Loy as the newly elected Secretary
for SCYSA.
VICE PRESIDENT: Barry Bynum
- Reported on Region III Tournament in Little Rock. Six teams made it to the quarterfinals.
- Region III Premier League is now made up of three
divisions – East, Central, and West. The East will be made up of SC, GA,
FL, and NC.
- Attended the National Championships in Des Moines, Iowa. Attended a US
Youth Soccer Learning
University on
Strategic Planning with Steve.
- Disciplinary hearing conducted on August 4, 2006.
SECRETARY: John Loy
TREASURER:
Rick Cunningham
- Distributed financial handout.
- SCYSA annual financial audit being conducted by
McGregor & Co.
CUPS AND GAMES: Steve Cothran
- Discussed Region III tournament – six teams to
quarterfinal, one to semi final, and two teams earned fair play award.
Good showing for South Carolina
referees also.
REGISTRAR:
Jane Simmons
- Registration going slowly.
- All affiliated clubs have a certified registrar.
- 86 Region III Interstate Release Forms have been
completed.
- Cherokee County – no registration at this time for previous year. Certified letter was mailed to the Club
President stating that they would be placed in bad standing With SCYSA if
registration was not received by August 18, 2006.
PIEDMONT DISTRICT COMMISSIONER: Rock Weldon, Vice Commissioner
- New complex completed at Carolina FC and
scheduled to open on August 6th.
- Will review league rules for Carolina Soccer
League and CESA Developmental League.
- Eleven insurance claims filed in the Piedmont
District for the 2005/2006 seasonal year.
MIDSTATE DISTRICT COMMISSIONER: Sharon Bieber
- Receiving travel notification/permissions without
the rosters.
- Discussed Northside Soccer Club field liability
issues – Barry will check on this.
COASTAL DISTRICT COMMISSIONER: Cathy Ballentine
- Summerville and Mt. Pleasant
are discussing bids for state cup.
- Talking with Hanahan Recreation Dept. about
possible affiliation for next year.
- Requested list of licensed/certified coaches for
the commissioners.
STATE SELECT ADMINISTRATOR: Mary Bynum
- Region III camps went well.
- Region pool players boys: 1989 Joey Howard, 1990
Enzo Martinez
and Patrick Cates, 1991 Alexis Martinez, and 1992 Joey DeMare. Region pool players girls: 1991 Kathryn
Tate and1992 Alex Ramsay.
- Preparations for 2007 are underway.
- State Team Trials are scheduled for Lexington
Soccer Complex and the Sub Region games (Interstate games) for Summerville
in January 2007.
Mary made a motion to go into Executive Session. Bob seconded the motion.

Bob made a motion to approve Southern Academy Alliance bylaws with
edits. Barry seconded the motion.

STATE YOUTH RECREATION DIRECTOR: Doug Gaddis
MEMBER AT LARGE: Fred Bieber
- South
Carolina
referees had most successful Region III tournament. Three top 20 young
referees: Missy Tempel, Ben Pritchard, and Rick Turpin. Rick Turpin went to the National
Championships – 7th person from SC to do this.
- Handled covering referees for ODP Camps.
WORKSHOP REPORT:

UNFINISHED BUSINESS:
- Land committee views fields in Kershaw County.
- Indoor soccer committee still doing research.
- DOC job description still being completed.
- Newly redesigned website up and running.
ELECTIONS:
- Steve Cothran was elected Cups and Games
Director.
- Mary Bynum was elected State ODP Administrator.
- Fred Bieber was elected Member at Large.
- Bob Brantley was elected Rules and Compliance
Director.
NEW BUSINESS:
- News blast articles due August 21 – for
publication September 1
- Discussed checking player passes.
Barry made a motion that all 11-a-side recreation and
classic player passes be checked. Bob
seconded the motion.
