BOARD OF DIRECTORS MEETING

STATE OFFICE CONFERENCE ROOM, COLUMBIA, SC

September 10th, 2006

 

President, Steve Ballentine, called the meeting to order at 10:10 am.

 

The following members were present and constituted a quorum:  Steve Cothran, Barry Bynum, Rick Cunningham, Michele Jenkins, Sharon Bieber, Cathy Ballentine, Mary Bynum, Fred Bieber and Jane Simmons.

 

John Loy arrived at 11:10.

 

Board members not in attendance: Bob Brantley and Doug Gaddis who was attending a Youth Soccer Month event at Furman University.

 

Guests present: Van Taylor, SCYSA Director of Coaching Development and Player Education, Nancy Shultz, SCYSA Administrative Assistant.

 

Barry made a motion to accept the minutes from the August 5, 2006 SCYSA BOD meeting as amended. Michele seconded the motion.

 

THE MOTION PASSED

 

COMMUNICATIONS:  Steve Ballentine

 

  • Governor Mark Sandford issued a proclamation announcing September as “South Carolina Youth Soccer Month”.
  • SCYSA annual financial audit and federal income tax returns are complete.
  • Meeting scheduled for September 27th with Publix representatives.
  • SCYSA Committees for 2006/2007 - see attachment

 

VICE PRESIDENT: Barry Bynum

 

§         Completed Darkness to Light on line course. Advised all SCYSA Board Members to take the course.

§         Handout of suspended members.

§         DOC job description in progress.

§         Discussed Premier League

o        82 teams in the East and 385 games scheduled

o        Our teams doing well.

o        All of our teams complied with returning player number requirement.

§         Goal/Field Inspection and Risk Management forms 99% complete, following up on the remainder.

 

SECRETARY: John Loy

 

  • No report.

 

TREASURER: Rick Cunningham

 

  • Distributed financial handouts.
  • Rick is to get the financials to Richard for posting on the website.

 

 

CUPS & GAMES: Steve Cothran

 

  • Palmetto League not operating for the fall season – teams that applied are playing in the Sandlapper League.
  • New website for leagues through Demosphere for SCSCL and PMSL.
  • Rainout.com website implemented for game cancellation notification for the SCSCL and PMSL.
  • State cups will be hosted by Summerville Soccer Club and James Island Youth Soccer club. Recreation teams at James Island and classic at James Island and Summerville.  Finalization of these sites should occur shortly.
  • Attending Region III meeting in Oklahoma in October.
  • Discussed page access issues on the website.  Will work with Richard on this.
  • Discussed red card reports issues.

PIEDMONT DISTRICT COMMISSIONER: Michele Jenkins

 

§         Discussed CESA training in Asheville.  Michele will follow up on this.

§         Meeting w/ SCUSRS to go over mandatory player/coach passes for teams playing 11v11.

§         CESA will host the RBC Soccer Classic Tournament September 23-24, 2006.  Michele will attend registration and the coaches meeting.

§         Carolina Soccer League and Carolina Elite Soccer Academy Developmental League are both up and running.

 

MIDSTATE DISTRICT COMMISSIONER: Sharon Bieber

 

  • Collected $1000 for travel notification/permission.  Roster issues are better.
  • Sharon will be traveling to various sites this season to see how clubs are doing.

 

COASTAL DISTRICT COMMISSIONER: Cathy Ballentine

 

  • Darren Sweet has resigned as President of Bridge FA.  Alan Jackson will be the new President.
  • Blue Crab United has new president, Alvin Bryant.  They will not have any fall teams.
  • Johns Island president resigned – still looking for new one.
  • Received approximately 24 notification to travel forms since early August.
  • Lower State Youth Soccer Assn. League is up and running well.
  • Discussed player/pass issues.

 

 

 

 

SCYSA DIRECTOR OF COACHING EDUCATION: Van Taylor

 

  • Completed coaches licensing courses and modules in various locations.
  • E License course to be held in Greenwood in October.
  • “C” Course still in the works – paperwork received by US Youth, but problems locating it.  Van will handle.
  • Discussed coach licensing notification in timely manner.
  • The first ODP information night will be in Greenville on October 17.

 

ODP ADMINISTRATOR: Mary Bynum

 

  • There will be three ODP information nights – the first hosted by CESA in the Piedmont District.  The others will be hosted by Columbia United FC in the Midstate District and Bridge FA in the Coastal District.
  • Discussed Disney Sports Complex hosting the Region III Interregionals at Thanksgiving. One SCYSA player, Enzo Martinez, will be attending.

 

RULES & COMPLIANCE: Bob Brantley – Absent

 

  • No report

 

STATE YOUTH RECREATION DIRECTOR: Doug Gaddis – Absent

 

  • SCYSA will celebrate Youth Soccer Month by hosting an event at Furman University September 8-10, 2006. The event will include US Youth Soccer give-aways, announcements during the college games promoting September as Youth Soccer Month, and a fun, fitness and friendship lap around the field.  Tentative plans are in the works for events at USC Columbia and Clemson.
  • SCYSA purchased 100 T-shirts for this event.

 

MEMBER-AT-LARGE: Fred Bieber

 

  • Indoor soccer is expanding into Greenville and Lexington.  Need to work on sanctioning them with SCYSA.
  • Referees have web based reports (red cards, injuries, etc.) that generate to Steve Cothran.
  • Revising recreation referee course to include on field work.
  • Recertification for recreational will be the bridge course.
  • Discussed referees not knowing that they are working non affiliated leagues.

 

SCYSA PRESIDENT’S WORKSHOP REPORT: Cathy Ballentine

 

  • Handout of the2006 President’s Workshop Budget and proposed 2007 President’s Workshop Budget.
  • Handout of Workshop Budget noted deficit in operating expenses.

 

Cathy made a motion to increase President’s Workshop club fees to $100.  Fred seconded the motion.

 

THE MOTION PASSED

 

  • 2007 workshop will be at the Embassy Suites in Columbia on August 4th.
  • Discussed league scheduling meeting moving from the Saturday workshop to Sunday.
  • Planning meeting will be at either the Embassy Suites in Charleston or Greenville.

 

MODIFICATION TO THE CONSTITUTION AND BYLAWS:

 

  • None

 

 

UNFINISHED BUSINESS:

 

  • Land committee still looking into land purchase opportunities.
  • Indoor Soccer Committee still doing research.

 

Fred made a motion to accept the Risk Management Committee’s approval of the Pullen Insurance contract.  Michele seconded the motion.

ELECTIONS:

 

  • None

 

NEW BUSINESS:

 

  • Outstanding bills for Upstate Soccer Association and Lexington County Soccer Club.
  • Discussed conflict for upcoming President’s Cup and SCYSA BOD Meeting on June 10, 2007.

 

Jane made a motion to move the June BOD meeting from June 10, 2007 to June 24, 2007.  John seconded the motion.

 

THE MOTION PASSED.

 

Rick made a motion to purchase two computers, one for the treasurer and one for the midstate commissioner, not to exceed $2500 each.  Michele seconded the motion.

  • Open Forum meetings on Sunday in each district; Midstate – October 1, 2006, Coastal – October 22, 2006, and Piedmont – October 29, 2006.
  • Executive Directors’/Administrative Assistant meeting in Atlanta on November 15, 2006.  Nancy will attend.
  • Region III fall meeting will be attended by:  Barry Bynum, Mary Bynum, Steve Cothran, and Steve Ballentine as required attendees.  Cathy Ballentine will attend as a non-required attendee.
  • US Youth Soccer Workshop and Coaches Convention will be attended by: Barry Bynum, Mary Bynum, Steve Cothran, Van Taylor, Steve Ballentine and Jane Simmons as required attendees.  Cathy Ballentine will attend as a non-required attendee.

 

Steve Cothran made a motion that two additional BOD members be funded to attend the 2007 US Youth Soccer Workshop and Coaches Convention.  If more than two individuals apply, then names will be drawn randomly. Jane seconded the motion.

 

THE MOTION PASSED.

 

§         Those desiring to attend the workshop should submit their names by September 15th, in writing, to Steve Ballentine. At this time Doug Gaddis and Michele Jenkins are interested.

 

Jane made a motion to change the registrar’s workshop make-up date from June 9, 2007 to June 23, 2007. Barry seconded the motion.

§         Next BOD meeting is November 5, 2006.

§         Good of the game: Good job by Van Taylor on the youth module courses – appreciated by the clubs.
