BOARD OF DIRECTORS MEETING
COLUMBIA,
SC
November 4, 2007
The meeting was called to order by President, Steve
Ballentine at 10:15 am.
The following members were present and constituted a quorum:
Barry Bynum, Rick Cunningham, Mary Bynum, Steve Cothran, Doug Gaddis, Bob
Brantley, Cathy Ballentine, Fred Bieber, Sharon Bieber, Michele Jenkins, John
Loy, and Jane Simmons.

Barry made a motion
to accept the minutes from the September 9, 2007 South Carolina Youth Soccer BOD meeting as
amended. Bob seconded the motion.
THE MOTION PASSED
PRESIDENT: Steve Ballentine
- Discussed
the Region III Council Meeting.
- US Youth Soccer has implemented the
National Directors Cup (President’s Cup) to be held in Philadelphia, PA
July 17-20, 2008.
- Registration
fees for the Region III Premier will increase from $350 to $400 next
season.
- 2009
President’s Cup awarded to SC Youth Soccer, hosted by CESA in Greenville.
- 2008
President’s Cup will be held in Columbus,
GA.
- 2008
President’s Cup fees will increase for each State Association from $1800
to $2500.
- All
Presidents’ Cup participants are required to use the designated booking
agency for hotel rooms.
- 2008
Boys ODP camp venue will be the University of Alabama.
- Boys
and Girls ODP camp fees are $425.
- Publix
approved additional State Cup funding, effective next seasonal year.
- Steve
and Barry will speak on behalf of SC Youth Soccer at the Recreation
Department directors meeting in Myrtle
Beach, December 3.
- District
Open Forum meeting in the Mid-State District will be held after BOD
meeting today.
VICE PRESIDENT: Barry Bynum
- New
Directors and Officers Insurance (D&O) limited liability limits have
been put in place.
- Discussed
outstanding Risk Management Forms.
- Summerville
& Johns Island have not paid their fine
from non attendance at the President’s Workshop. They have until Monday to submit, if not
we will act in accordance with Bylaw 251.

PIEDMONT DISTRICT
COMMISSIONER: Michele Jenkins
- US
Youth Soccer event at Furman was well received.
- Completing
numerous travel notifications and hosting of friendlies.
MIDSTATE DISTRICT
COMMISSIONER: Sharon Bieber
- Possibility
of two new clubs joining SC Youth Soccer – Palmetto United FC and
Orangeburg. Sharon
will contact these organizations.
COASTAL DISTRICT
COMMISSIONER: Cathy Ballentine
- Charleston
United Soccer Club withdrew their new Bylaw proposal. Coast FA is finalizing.
- Discussed
Risk Management forms still needed for Coastal District clubs.
- Very
few insurance claims have been processed.
- President’s
Open Forum – 3 attendees in addition to 3 SC Youth Soccer members.
- Deposited
permission to travel fees.
- Discussed
fight at Mount Pleasant
vs. Summerville U15 boys scrimmage.
STATE ODP
ADMINSTRATOR: Mary Bynum
- Registration
forms for tryouts are being received.
There will be 2 tryout dates and 2 make-up dates this year.
- Inviting
the age group one year younger than the youngest age group eligible to
tryout to training sessions. The
fee will be $30/player for 4-5 sessions.
Coordinators in each district will be responsible for training:
Andrew Hyslop – Piedmont, Adrian Pinasco
– Midstate, and Ralph Polson – Coastal.
- Girls
ODP will be going to Gainesville, GA for the Sub Regional in January and the Boys ODP
will go to Concord, NC.
Mary has secured the hotel and food for the players.
- Girls
will go to Montevallo, AL
for Region Camp and the Boys may go to Tuscaloosa, AL
- Three
(3) 1990 and one (1) 1991 boy will participate in the interregional at
Disney.
RULES &
COMPLIANCE: Bob Brantley
- Discussed
insurance charge for non affiliated teams participating in SC Youth Soccer
tournaments.
- Discussed
the small number that participated at the national level w/ the Darkness
to Light program.
STATE YOUTH
RECREATION DIRECTOR: Doug Gaddis
- SC
Youth Soccer fall events promotions have gone well. Furman plans on repeating in fall
08. USC Columbia hosted own event
coordinated out of US Youth Soccer.
- Discussed
possibility of a Soccer Start grant.
MEMBER AT LARGE: Fred Bieber
- Computer
and printer for State Office have been set up.
- Adding
additional clinics to certify referees.
STAFF REPORTS:
DIRECTOR OF COACHING
& PLAYER DEVELOPMENT: Van Taylor
- Skills
only DVD out at workshop for U10 and older – use for “E” Course.
- Coaching
committee is looking at revisions for existing Coaches’ primer and other
written materials.
- Synopsis
of US Youth Report from meeting in North
Carolina.
- Van
was invited by National Coaching Director Sam Snow to be a presenter at
the US Youth Soccer Workshop in Pittsburgh.
ADMINISTRATIVE

COMMITTEE REPORTS:
- 2008
Planning meeting will be held at the Hilton Garden Inn in Columbia January 25-27, 2008.
- Presented
and discussed budget for 2007 Workshop.
- 2008
President’s Workshop will be on August 2, 2008 at the Embassy Suites in Columbia.
UNFINISHED BUSINESS:
- Trying
to schedule a meeting w/ Demosphere before the end of the year.
- Club
bylaws still being approved.
NEW BUSINESS:
- E-blast
will go out in December.
- Discussed
website.
- Steve
B, Steve C, Mary, Barry, and Nancy will attend the US Youth Soccer
Workshop in February 2008.
- Steve
and Barry will attend the US Soccer Federation AGM in February 2008.
Michele made a motion
to adjourn. Jane seconded the motion.
