BOARD OF DIRECTORS MEETING
TELECONFERENCE
The meeting was called to order by President
Fred Bieber at 7:05 p.m. The following members were present and
constituted a quorum:

Roban made a motion to approve the August 4, 2001 State Council meeting minutes. Bob seconded the motion.
The motion carried unanimously. A copy of the final minutes will be posted on the website.
Madelyn made a motion to approve the August 4, 2001 Board of Directors’ meeting Minutes. Danny seconded the motion.

Communications: Fred
¨ Meeting in Germany (Rhineland Pfalz) went well. Discussion regarding collaboration on soccer exchange. Reached an informal agreement to send a girls State Select Team to Germany (March 30-April 7, 2002). Proposal is to send 85s and 86s.
¨ Workshop in Atlanta – February 14-17, 2002. Barry, Mary, Fred, Steve, Cathy, Michael, Terry, Roban, Nancy, Danny, Bob, Mike and Van will conduct BOD meeting at site.
¨ Confirmed registration was sent to USSF and US Soccer.
¨ Region 3 meeting in October in Little Rock, Arkansas – Fred, Steve, Barry, Mary and Ralph.
VICE-PRESIDENT’S REPORT: Steve
¨ Newsletter mailed.
¨ Next issue later in the year.
¨ No scheduled hearings at this time.
¨ SCYSA now providing Directors and Officers coverages for the clubs.
¨ Field Safety Inspection form and Risk Management forms were due September 1 and several clubs are still not in compliance at this time:

¨ Policy is still in effect to impose fine and other sanctions.
Steve moved to impose same fines and the same sanctions as outlined in the November 21, 1999 Minutes if documentation is not received by September 21, 2001. Teams will not be eligible for Cup play, as was previously passed in 1999. Joey seconded the motion.
The motion carried unanimously.
¨ Congratulations to Fred and Bob for being reappointed to their National Committees.
CUPS AND GAMES REPORT: Barry
¨ Funds for the GFC Regional Champions are being distributed by USYSA and the funds from SCYSA will be distributed accordingly.
¨ Hotel information for the State Cup in Columbia – AmeriSuites near Harbison will be the host hotel.
¨ SCYSA to participate in mediation.
۰ Charges against Tournament Director and Coach in Labor Day Tournament.
¨ Discussion regarding American Cup in Spring and host club.
¨ Discussion regarding Premier leagues issues:
۰ Thanks to Joey and Terry for their help in representing SCYSA in Summerville.
۰ Van Taylor has agreed to coordinate the League and will chair the Committee and report through Barry.

¨ GFC now has TOP soccer program.
¨ Discussion regarding meeting with GFC.
¨ Discussion regarding payment of referees for District Cup.
¨ Discussion regarding dates of girls games for first round of State Cup for the Piedmont District and conflict with Raleigh Tournament.
¨ First round of State Cup to be held in Spartanburg.
MID-STATE DISTRICT COMMISSIONER’S REPORT: Danny
¨ Held Sandlapper meeting and discussed new rules.
¨ TOP soccer program at NECSA received good press coverage.
¨ First round of State Cup to be held in Hartsville.
¨ Attended TAYSA meeting and TAYSA Presidents’ meeting.
¨ First round of State Cup to be held in Summerville.
¨ Game cards have been sent to other District Commissioners.
¨ Discussion regarding shortage and other issues relating to referees.
¨ Met with Bob Poyer and Bob Coreia regarding referee issues.
STATE SELECT ADMINISTRATOR FOR BOYS REPORT: Ralph
¨ All practices (for all ages) to be held in Hartsville.
¨ Coaches are being lined up for all age groups.
STATE SELECT ADMINISTRATOR FOR GIRLS: Mary
¨ Tryouts scheduled for October.
¨ Coaches have been lined up for all teams.
STATE YOUTH DIRECTOR OF COACHING REPORT: None
MEMBER AT LARGE REPORT: Bob
¨ Information sent to BOD regarding tournaments for fund raising.
RULES AND COMPLIANCE REPORT: Michael
¨ Discussion regarding club not attending Presidents’ meeting.
¨ Deadline until Friday for Chapin and Orangeburg to come into compliance and pay fine for not attending Presidents’ meeting.
STATE YOUTH RECREATION DIRECTOR’S REPORT: Terry: None
MODIFICATIONS TO CONSTITUTION, RULES AND BYLAWS: None
¨ Discussion regarding request from USYSA to donate for relief fund.
¨ Discussion regarding staff needs.
¨ SCYSA has been approached by South Carolina Amateur Soccer Association to assist them in reorganizing and attaining good standing status. Registration, communication and insurance are primary issues. Request by Fred to assist.
¨ Barry announced a meeting to be held to discuss the concept of a SCYSA challenge league.
¨ Madelyn discussed confusion regarding red card tracking form.
Michael made a motion to adjourn at 9:35 p.m. Mary seconded the motion.
