BOARD OF DIRECTORS MEETING

EMBASSY SUITES, GREENVILLE, SC

January 14, 2007

 

The meeting was called to order by President, Steve Ballentine at 10:10 am.

 

The following members were present and constituted a quorum: Barry Bynum, Cathy Ballentine, Rick Cunningham, Mary Bynum, Fred Bieber, Sharon Bieber, Jane Simmons, Michele Jenkins, John Loy, Bob Brantley, Doug Gaddis, and Steve Cothran.

 

Staff present:  Van Taylor, Director of Player Development and Coaching Education and Nancy Shultz, Administrative Assistant.

 

Jane made a motion to accept the minutes from the November 5, 2006 South Carolina Youth Soccer BOD meeting as amended.  Barry seconded the motion.

 

THE MOTION PASSED

 

 

PRESIDENT: Steve Ballentine

 

  • Steve B. and Barry will be attending the USSF AGM in Los Angeles, CA, February 23-25.
  • Steve B, Steve C, Mary, Barry, Jane and Van will be attending the US Youth Soccer Workshop in St. Louis, MO as required attendees.  Doug and Michele will be attending as additional board approved attendees and Cathy will be attending with non-required status.

 

VICE PRESIDENT: Barry Bynum

 

  • No hearings at this time.
  • CESA U16 Boys Premier won their Premier League age group and will represent the Premier League at Regionals this summer.
  • Season starts next month for the U14 Boys Premier League.
  • Discussed the formation of the USYS National League.
  • Coaching Committee held a meeting in Summerville; some topics were coach passes, recruiting, recreation player passes.

 

SECRETARY:  John Loy

 

  • E-NEWS blast articles are due on February 15th for a scheduled March 1st publication date.

 

TREASURER: Rick Cunningham

 

  • Distributed and discussed financial reports.

 

CUPS & GAMES: Steve Cothran

 

  • Discussed state cup refereeing issues.
  • Spring State Cup will be at 1 complex, Summerville Soccer Club, if possible.  Requested more young referees be used for the younger age groups.
  • Columbia United FC and Discoveries have expressed interest in hosting State Cup at their facilities for 2007/2008.
  • League (SCSCL & PMSL) scheduling meeting will be February 3rd.  Approximately 70 U13 and U14 teams have applied.
  • Noted there will be no Spring season for the Palmetto League, due to the minimal number of applicants.  All applicants will be assisted in finding alternate league play.
  • Bid package for hosting the Regions III President Cup may be submitted by CESA.
  • Premier League teams must be state champions or runner-ups.  All others wishing to play in the premier league can request acceptance but must also play in the SCSCL.

 

Steve C. made a motion to add new section to the Red Card / Ejection Notice for reporting when red card suspensions and ejections are served, starting in the 2007/2008 season year.  Barry seconded the motion.

 

THE MOTION PASSED

 

Steve C. made a motion for the South Carolina Youth Soccer Board of Directors to host the 2007/2008 fall and spring State Cups and rent fields from the approved club.  Bob seconded the motion.

Jane made a motion to remove the Social Security Number from the Medical Release form.  Steve C. seconded the motion.

Jane made a motion to amend SC Youth Soccer Rule # C-16 Official Team Roster to read the SCYSA document signed and sealed by the SCYSA State Registrar/designee listing the eligible players and coaches of a properly registered team.  There may be up to four (4) names of coaches/assistants on a roster.  Each team roster must have a coach designated as a head coach while all others are assistant coaches.  Steve C. seconded the motion.

Jane made a motion to amend SC Youth Soccer Rule # C- 21 Player/Coach/Director of Coaching (DOC) Pass to delete DOC pass and replace with Club Coach Pass to be defined as the US Youth Soccer Pass may be issued to any classic coach in your club that holds a minimum of a “D” license.  This pass allows any club coach the ability to coach one of their club’s teams during league play only without having to be listed on the official SCYSA team’s roster.  There may be no more than four (4) coaches on the player’s bench. Steve C. seconded the motion.

Jane made a motion to change SC Youth Soccer Rule F.5 to read for all recreation teams (U08 and above), the US Youth Soccer player/coach passes shall be issued.  Any U10 and above recreation player/coach participating in an interhouse or league game are required to have either their state signed and sealed roster or their player/coach pass at the field. John seconded the motion.

PIEDMONT DISTRICT COMMISSIONER: Michele Jenkins

 

  • Permission/Notification to Travel fees deposited.
  • Discussed high school league teams.

 

 

MIDSTATE DISTRICT COMMISSIONER: Sharon Bieber

 

  • E-mailed Midstate Presidents for their input for the planning meeting.
  • Florence Soccer Association has a new president.

 

 

COASTAL DISTRICT COMMISSIONER: Cathy Ballentine

 

  • Discussed Blue Crab fees.
  • Discussed proposed changes to the guest player rosters, transfers, and recruiting rules.
  • Permission/Notification to Travel fees deposited

 

 

STATE ODP ADMINISTRATOR: Mary Bynum

 

  • Two distinguished players on the Region level - Enzo Martinez 1990 player and Katie Tate 1991 player. Enzo participated in interregional play over the Thanksgiving and Christmas holidays.  Katie will travel to the US Youth Soccer event in California in February.
  • Sub Regionals are set.
    • Sheila Wyer will be helping Van at the boys Sub Regional in Concord, NC.
    • Ann Blackwell will be helping Mary at the girls Sub Regional in Summerville.
    • Sub Regionals for the 1994’s is planned for June at USC-Upstate

 

RULES & COMPLIANCE: Bob Brantley

 

  • Discussed that new clubs need to use the generic bylaws provided by SC Youth Soccer when filing for affiliation.

 

STATE YOUTH RECREATION DIRECTOR: Doug Gaddis

 

  • Discussed possible changes to the Publix American Cup format and will make recommendations to the BOD.
  • Discussed providing high school aged small sided games.
  • Discussed having TOPSoccer and Soccer Start programs in each district.

 

 

MEMBER-AT-LARGE: Fred Bieber

 

  • Discussed a referee assignor class tentatively scheduled in the Piedmont District this February.

 

 

STAFF - DIRECTOR OF COACHING EDUCATION: Van Taylor

 

  • Discussed coaching courses eligibility

 

Fred made a motion that South Carolina Youth Soccer will only offer coaching certification/licensing through our affiliated organizations.  Coaching certificates/licenses will only be issued to US Youth Soccer registered members.  Barry seconded the motion.

 

THE MOTION PASSED

 

 

  • NCAA is discussing a proposal to prohibit college coaches from working as ODP Coaches.
  • Van will be going to Argentina with the 1990 Boys National team as a goal keeping coach       on February 15-16, 2007.
  • The SC Youth Soccer web site is updated with coaching courses.
  • E-mail blast to be sent to coaches regarding “C” License Course.
  • Discussed adding on-line registration for coaching courses.
  • Pursuing hosting a National Youth Module in South Carolina.
  • Discussed hosting some type of coaching course in Spanish.
  • Attended Apprentice Training program in Florida.  Possible need to revamp state licensing course.
  • Van wrote an article for “Success in Soccer”.

 

STAFF - ADMINISTRATIVE ASSISTANT: Nancy Shultz

 

  • Discussed increasing our label fee charges.
  • Requested equipment inventory reports due by the end of the month.

 

 

MODIFICATION TO THE CONSTITUTION AND BYLAWS:

 

  • None

 

 

 

 

 

 

 

SCYSA COMMITTEE REPORTS:

 

  • Indoor Soccer Committee - presented information regarding affiliating indoor leagues at the planning meeting.  Input from board regarding this information is requested by March 4th. Committee will then meet to finalize a presentation for the March meeting.
  • Coaching Committee submitted recruiting request.

 

 

UNFINISHED BUSINESS:

 

  • DOC job description to be incorporated with US Youth Soccer Coaching Manual.  Will to send to budget committee to review.

 

ELECTIONS:

 

  • None

 

 

NEW BUSINESS:

 

Jane made a motion to add # 11 to the SC Youth Soccer Code of Ethics/Conduct for Parents/Visitors (II.) to read that no alcohol is permitted at any South Carolina Youth Soccer event.  Michele seconded the motion.

Jane made a motion to approve the 2007/2008 calendar as amended.  Doug seconded the motion.

 

THE MOTIONS PASSED

 

  • The Board thanked Cathy for her efforts in organizing the weekend events for the Planning Meeting.
  • Steve B. reviewed and discussed possible new logo design for SC Youth Soccer and will provide more designs at the next meeting
  • Steve B. recommended to endorse the name of the SC Youth Soccer Association, as 

SC Youth Soccer, not SCYSA, whenever possible.

 

 

Cathy made a motion to adjourn.  Barry seconded the motion.
