SC Youth Soccer Action Report The SC Youth Soccer Board of Directors held its regularly scheduled meeting on Sunday, June 8, 2008, in Columbia, SC. Listed below is a summary of relevant matters considered by the Board of Directors at this meeting. - The Board approved a motion to pay the entry fee of $375.00 for each Challenge State Championship team attending the 2008 Southern Regional Tournament in Raleigh, NC.
- The Board approved a motion to pay the entry fee for each Classic State Championship team attending the 2008 President’s Cup in Columbus, GA.
- The Board approved revisions to the present SC Youth Soccer Medical Release Form. The new form will be posted on the web site.
- The Board approved extending the deadline for “new club” affiliations to July 1, 2008.
- The Board approved adding a Coach of the Year award for boys and girl’s recreation coaches, starting in 2009.
- The Board approved a “non-member” fee for individuals not registered with SC Youth Soccer who enroll in our coaching education programs. This fee shall be double that of a member’s fee.
- A new State Cup Hosting agreement was approved; interested clubs may contact Cups & Games Directors, Steve Cothran for information.
- The Board approved a Risk Management policy which requires all “out of state” referees participating in any SC Youth Soccer event to provide written proof they are in compliance with their home state association’s risk management requirements or comply with SC Youth Soccer’s Risk Management procedures.
- The Board approved a Risk Management policy to allow a medical insurance “waiver” to member organizations who can provide proof of medical accident insurance, equal to or greater than that provided by SC Youth Soccer.
- The Board approved a provision to allow three South Carolina teams that qualified for Premier League in each age and gender division to participate in the Premier League and not be required to participate in the SC State Challenge League.
- The Board approved modifications to SC Youth Soccer Bylaw 311 and Bylaw 323, effective for the 2008 / 2009 seasonal year. (See changes listed below)
- It was noted that approximately 500 “non-licensed” coaches who were permitted to coach last year will need to receive coaching certification for the upcoming 2008 / 2009 season. All clubs should check to ensure their coaches will become certified in accordance with SC Youth Soccer coaching education requirements.
- Each District Commissioner will receive ten new tents from PUBLIX to be distributed to clubs within their District.
- There will be a referee “assignor” course held in Columbia on August 3, 2008, contact the SRA, Fred Bieber, for more information.
- Bylaw 311. Composition and General Authority
Section 1. SC Youth Soccer has a State Council that is composed of representatives of Clubs and the SC Youth Soccer Board of Directors. The representatives from a Club must be a member of their Board of Directors or hold a written proxy from the Club President and may represent only one Club at this meeting. - Bylaw 323. District Councils
Section 1. Each District shall have a District Council composed of the District Commissioner, the District Vice Commissioner, the District Secretary, and representatives from each Club within the District and any committees necessary to administer the district. The representatives from each club must be a member of their Board of Directors or hold a written proxy from the Club President and may represent only one Club at this meeting. Committee members are not voting members of the District Council.
