IMPORTANT CHANGES REGARDING THE OPEN CUP WINNER/FINALIST
1st and/or 2d place Open Cup team may apply for President Cup if there is room in the division and it gives even team numbers.
We usually only need one additional team but the Open Cup Champion may decline so we need to go to #2.
